First Helmet Certified to CM2007
The model KC3 made by Bell Racing Europe is the first helmet certified to the Snell-FIA CM2007 standard. This helmet is intended for children’s kart racing events. It will be introduced to the European market in October 2008 and later to the north and south American market. The Foundation will administer the certification program for CM2007 which will be similar to current Snell certification programs and will include an RST enforcement component. For certification testing, manufacturers may either submit helmets to the Snell laboratory in California or arrange for testing at Newton S.r.l. in Italy.

The booklets of the Snell M2010 standard and the Snell/FIA standard for children’s motor sports helmets are available now. If you would like to receive printed copies, please contact the Snell office. A electronic copy of both standards is posted on the Snell web site www.smf.org.

In the last year, the Foundation’s laboratory has been working on test equipment and certification testing accreditation to obtain the capability of testing helmets to FIA 8858 requirements and to FIA 8860 requirements. FIA 8858 describes performance requirements for HANS® equipment. Snell will conduct testing for the helmet mounted hardware for this system. FIA 8860 is the FIA’s advanced helmet specification and describes the performance requirements for helmets currently used in Formula 1 racing events.
FIA maintains programs to both FIA 8858 and FIA 8860. The Snell laboratory is one of three organizations accredited to perform the necessary testing. Please contact Gib Brown or Randy McCarty for details.

The certification testing to the M2010 standard continues. A few manufacturers already have certified products in different models and sizes. We look forward to seeing more new products meeting the M2010 requirements.
HPE in Farnham, Surrey, also has M2010 and SA2010 test capability. Manufacturers are welcome to arrange for testing there. If the manufacturer requests it, HPE will forward certification test results to the Snell Office here in California so that Snell certification can be granted. HPE will bill separately for their services but the Foundation will complete the enrollment of the helmets into Snell programs at no additional expense. Contact information for HPE is as follows:

A research paper by Edward Becker has been accepted for presentation at the upcoming International Motorcycle Safety Conference. The conference is being hosted by Institut für Zweiradsicherheit and will be held in Cologne, Germany in October 2008. The title of the paper is the Basis and Development of the Snell M2010 Motorcycle Helmet Standard.
New Pre-Test Information Sheet
A new Pre-Test Information Sheet has been posted on the Snell web site. Manufacturers submitting helmets to Snell for testing are encouraged to download this form and to fill out copies and include them with each submission. The laboratory receives many shipments of helmets. These Pre-Test Information sheets are essential to providing timely and accurate service.
The new form includes provisions for information essential to the proper testing of helmets to CM2007, M2010 and SA2010. Please use the new form and fill it out as completely as possible. The new form is available at http://www.smf.org/forms.html.
If you have any comments, suggestions or complaints about any aspect of the Snell programs or services, please contact Ed Becker ed@smf.org.
